Matic has made 155 appearances for Chelsea across two spells at Stamford Bridge but the 28-year-old midfielder has been heavily linked with the Red Devils ahead of the 2017/18 campaign.
Reports suggest the Serbian is keen on joining United this summer, with the Blues looking to bring in Tiemoue Bakayoko, but the latter’s fitness is holding up a potential move.
‘United need another holding midfield player,’ Neville told Sky Sports.
‘Michael Carrick has got one more year but he can’t play every single week so they do need to have that player who can come in and do the same job – and Matic would be able to do that.
‘Morgan Schneiderlin was let go earlier in the season and Bastian Schweinsteiger didn’t get a game, so you’re talking about there needing to be a replacement for them and ultimately Matic would fit the bill.’
Neville, however, would be surprised if Antonio Conte allowed Matic to make the move to Old Trafford.
He added: ‘It’s a strange one for Chelsea to let him go because I thought he was really good for them with Kante.
